Contingency Plans

For each risk that rose to ELEVATED or higher in your assessment, document your pre-identified action plan. Think through each scenario using the framework: If [event] were to occur, what would my response be?

Trigger Points: For each risk, identify observable indicators that signal the situation is deteriorating -- conditions that should initiate a conversation about executing this plan. Trigger points may include: banks closing, anti-western sentiment increasing, food and water becoming scarce, or other environmental indicators specific to your context.

Phase 6 of 7

Evacuation Plan

Evacuation or relocation is usually graduated and may involve steps such as shelter-in-place, temporary relocation within country, or departure from country. Plan for each tier before a crisis occurs.

Hibernation
Team remains at home. Ministry temporarily paused. May involve sheltering at a central compound. First response to many threat escalations.
Relocation
Shifting programs from an unsafe area to a safer location within the same country. Often viable for expat staff while national partners continue operations.
Evacuation
Suspending in-country operations. Internationals evacuate to another country. Some remote programming may continue depending on the situation.
Assembly Points

Identify locations where your family or team can gather to establish accountability and determine next steps. Always identify a primary and at least one alternative.

Primary Assembly Points

Close to your home or office (50-200 ft). Used for immediate incidents such as fire or local emergency.

Secondary Assembly Points

Further from home. Used for demonstrations, catastrophic events, evacuation staging, or when the primary point is inaccessible.

Geographic Assembly Points

For teams traveling long distances or covering a large geographic area. Used when traveling or when city-wide disruption occurs.

Evacuation Routes

Document primary and alternate routes out of your area of operation. Consider routes by vehicle, public transport, and on foot. Identify options if the capital or major routes are compromised.

Field Medical Evacuation

Identify medical resources and decision-making protocols before they are needed. Record contacts for local hospital, organizational medical support, and contracted evacuation providers.

Communication Plan

Communication is as operationally critical as food, water, and shelter. In a crisis, knowing where your team is and being able to reach leadership can be the difference between a managed incident and a catastrophic one. The PAY Plan ensures you always have a method of communication available.

Security Advisory: In restricted-access environments, assume host governments and non-state actors may have the capability to monitor calls, internet activity, and social media. Consider encryption tools, VPN use, and careful operational security in all digital communications. Do not make public statements or social media posts about sensitive situations without first coordinating with your direct supervisor or decision-making authority.

Designate the order in which your team will move through available communications systems until contact is established. Two is one; one is none.
